Bio for Mehmet Dali Öztürk, Ph.D.

As a member of the Executive Management Team for the ASU Office of the Vice President for Education Partnerships, Dr. Öztürk oversees office’s research, evaluation and development efforts.

Most recently, as Principal Management Research Analyst with the ASU Office of the Vice President for University-School Partnerships and the College of Education Dean’s Office, Dr. Öztürk supported and advised the Vice President and Dean in the management of educational evaluation and research projects, college of education outcomes, and activities related to pre-K-12 student outreach. He also worked with university and College of Education administrators to implement the Vice President's strategic agenda.

Dr. Öztürk has extensive evaluation and research experience in the field of education policy, planning and administration, and the development and use of technology in academic settings and for educational purposes.  Dr. Öztürk received his Ph.D. in International/Intercultural Education Policy, Planning and Administration in 2001 from the University of Southern California (USC). He also holds a Master of Arts in College and University Administration from Michigan State University and a Bachelor of Arts degree in Measurement, Testing and Evaluation in Education from Hacettepe University.

As a postdoctoral research fellow at the Institute for the Study of Social Change at the University of California-Berkeley, Dr. Öztürk’s work focused on identifying, reviewing and assessing exemplary and promising strategies and programs designed to improve educational outcomes for underrepresented minorities in the U.S., especially in the Science, Math, Engineering and Technology fields, at higher education institutions around the country. Dr. Öztürk gathered and produced information and strategies that help institutions raise academic achievement levels of their targeted groups (with a focus on increasing the number of students who graduate with honors, earn a high GPA, and/or maintain a superior undergraduate research record). He also provided assistance with the conceptual and technical development and administration of the Survey of High Academic Performance (SHAPER), an instrument designed to measure variables related to high academic achievement and achievement-related experiences in collegiate settings. 

As Assistant President for Academic Affairs and Administration at the Quarry Lane School, a for-profit private school in California, Dr. Öztürk assisted the president with the execution of the school's day-to-day operations and worked closely with the director of technology to oversee and improve the school's information technology systems.

As a research assistant with USC’s Rossier School of Education Dean’s Office, Dr. Öztürk provided technical and content assistance in the development of the Academic Scorecard, which is an administrative tool for measuring organizational effectiveness. In addition to serving as a teaching assistant/course builder for graduate level classes, he also provided assistance in the production of the School of Education's self-study for the Academic Program Review, which was an evaluation of the School's academic programs over a five year period. 

Dr. Öztürk has been an active member of a number of professional societies such as The American Evaluation Association (AEA) and The American Educational Research Association (AERA). He currently serves as the Co-chair of the AERA Division J: Postsecondary Education, Section 5: Society, Culture, and Change.

In addition, Dr. Öztürk has produced dozens of academic and scholarly research papers, publications & conference presentations. His research interests include: high academic achievement; equity; equality and efficiency in educational outcomes; student motivation and access to higher education; under-represented minorities and academic performance; academic technology; education for development; international and intercultural education; study abroad and brain drain; evidence-based policy development; organizational effectiveness; education policy, planning and administration; university-school (K-12) partnerships; evaluation research; and systems thinking in evaluation.

Dr. Öztürk is a recipient of the University of Southern California’s Outstanding International Leadership Award.

Dr. Öztürk’s hobbies include reading from pages of The New Yorker and The Economist to his baby daughter.
